Stephen is one of two Liberal Democrat Members of the London Assembly and speaks for the party on economic, environmental and housing issues affecting the Capital. He also serves as the only Lib Dem on the London Fire authority, where he and the green member hold the balance of power. First elected in 2012, he has serviced as the chair of the Assembly's Economy Committee 2013-14, as chair of the Environment Committee 2014-15 and as vice chair of the Budget Committee since 2012.
Stephen has also been an elected councillor for Teddington Ward in the London Borough of Richmond upon Thames for over 17 years, and was Leader of the Liberal Democrat Group from 2010 until 2015. He was Deputy Leader of the Council between 2006 and 2010.
Stephen was previously the national spokesperson for Liberal Democrats in local government on workforce issues, as the party's lead member and Vice Chair of the Local Government Association's Workforce Board. He was also Vice Chair of the National Employers Organisation for School Teachers.
Stephen is a physics graduate from Southampton University, where he became the first Lib Dem elected President of the Students' Union. He later worked for London Councils (formerly Association of London Government) as a political adviser to senior London Liberal Democrat councillors and wrote the party's policy on the governance of London. He was chair of governors of St Mary's & St Peter's Primary School in Teddington for more than a decade.
Stephen lives with his partner Jennifer and their two young daughters, born in 2010 and 2014, in Teddington. He also has an adult step-daughter, Carmen, from his previous marriage.
